What They’re Saying: House Majority PAC’s $1 Million Primary Ad Campaign Sparks “Firestorm” from Democrats Across the Country

CHC BOLD PAC – the campaign arm of the Congressional Hispanic Caucus – condemns House Majority PAC for trying to tip the scales against Andrea Salinas, one of the most qualified Latinas with one of the strongest campaigns anywhere in the country

In Case You Missed It: House Majority PAC – the largest spender working to elect Democrats to the House – is making headlines after CHC BOLD PAC’s strong condemnation of its decision not to endorse Andrea Salinas in Oregon’s 6th congressional district and to purchase nearly $1 million in television ads to support her primary opponent, Carrick Flynn.

Here’s what they’re saying:

The Hill’s Rafael Bernal: “Democrats rebel against leadership super PAC in expensive Oregon primary”

“A million-dollar investment by the Democratic House leadership in an Oregon primary has sparked a blowup between the party establishment and the Congressional Hispanic Caucus campaign arm, which accused leaders of taking Hispanic voters for granted."

Politico’s Anthony Adragna and Sarah Ferris: Ruben Gallego savaged the House Majority PAC for spending $1 million to bolster the primary opponent of a Latina woman
“House Majority PAC is facing withering criticism from the Congressional Hispanic Caucus' campaign arm, which claims leaders are taking the votes of Latinos for granted in the midterms…They passed over Andrea Salinas, who is strongly backed by the Congressional Hispanic Caucus' BOLD PAC.”

AP News’ Andrew Selsky: ‘Wrong’: Dem candidates blast PAC influence in new district

"The battle over who represents Oregon’s new congressional district became heated Tuesday as six Democratic candidates jointly denounced almost $1 million in support for a rival party member … ‘This effort by the political arm of the Democratic establishment to buy this race for one candidate is a slap in the face to every Democratic voter and volunteer in Oregon."

Daily Kos’ David Nir: A major Democratic group is taking sides in a House primary, and everyone is furious
“In an unprecedented move that was greeted with instant fury by local and national Democrats, the House Majority PAC began spending at least $1 million…[in] the 6th District, a newly created seat in the Portland suburbs that Joe Biden would have carried by a 55-42 margin…[In] its decade-long existence, [HMP] has never before involved itself in a primary like this…

Meanwhile, [Andrea] Salinas has also released her first TV ad of the race, which she narrates herself. She says her father ‘started working the fields’ but found a ‘path to citizenship, and a better life’ thanks to his military service in Vietnam.”

The Washington Post’s David Weigel: Dems in disarray

“A cryptocurrency billionaire's PAC has stirred a Democratic family feud in Oregon, with the Congressional Hispanic Caucus's PAC calling out the party's main House super PAC for supporting the same candidate as the billionaire…[They asked] why [HMP] had ‘deliberately chosen not to endorse Andrea Salinas’...a state legislator who had rolled up local endorsements.”

Senator Jeff Merkley (D-Ore.) tweeted that the House Majority PAC’s intervention was “flat-out wrong.”

Luis A. Miranda, Jr., Board Chair of Latino Victory Project likened the behavior to that of Republicans, saying that Democrats “aren’t the GOP.”

Dave Wasserman, Senior House Editor at the Cook Political Report, called the move “highly unusual”.

Local observers have also taken note:

ANDREA SALINAS

For over two decades, Andrea Salinas — a Latina working mom, state representative, and daughter of a Mexican immigrant and Vietnam War veteran — has delivered transformative policies that have shaped the lives of all families in Oregon. She fought to pass the nation’s most progressive paid family leave bill. She also helped pass a bill to increase the transparency of drug pricing so that families aren’t choosing between food and prescription drugs and a bill curbing carbon pollution and phasing out dirty coal. Andrea was instrumental in passing the Oregon’s Reproductive Health Equity Act, the strongest reproductive rights law in the country.

She is running a historic campaign and was one of the highest ranking Latino elected officials in Oregon’s history, having served as Majority Whip and Assistant Majority Leader in the Oregon House of Representatives. Oregon has never had a Latino or Latina elected to Congress and the 6th Congressional District – which is 21 percent Hispanic – has the opportunity to make history this year.

Andrea is the leading woman and person of color in this race. More than 80 elected Democrats, prorgressive organizations, and community leaders have endorsed Andrea, including Congresswoman Bonamici (OR-01), CHC BOLD PAC, Planned Parenthood Action Fund, Service Employees International Union (SEIU), and League of Conservation Voters Action Fund (LCV).

CHC BOLD PAC

The Committee for Hispanic Causes (CHC) BOLD PAC is the campaign arm of the Congressional Hispanic Caucus. It was founded in 2001 and is dedicated to electing Latinos and Latinas to Congress. Over the past 20 years, BOLD PAC has doubled the size of the Congressional Hispanic Caucus.

While its core mission focuses on increasing diversity in Congress, BOLD PAC has also played an integral role in making and defending the Democratic majorities in the House and Senate. In 2020, BOLD PAC endorsed 117 House and Senate candidates across the country and contributed $1 million directly to their campaigns. These efforts helped elect and re-elect 45 Members of Congress.

The Hill’s Rafael Bernal:

CHC BOLD PAC
